A plenary session of the second Russia-Africa Summit is taking place at Expoforum in St Petersburg

Key talking points:
• For decades, we invariably provided support during the African countries’ difficult fight against colonialism. Unfortunately, some manifestations of colonialism have not been eradicated to this day, and former colonial powers still practice them.
• These ideals of freedom, independence and sovereignty are also very important now in the difficult period of international turbulence, when a truly multipolar world order is evolving.
• Russia and Africa share the inherent commitment to standing up for genuine sovereignty and the right to follow their own unique development path.
❗️ The African continent is emerging as a new centre of power right before our eyes.
• We are ready to consider, in practical terms, proposals for expanding the representation of African structures, and Africans in general, in UN bodies, including in the context of the reform of the Security Council currently under development. We believe that the time has come to correct the historical injustices afflicted on the African continent.
• Realising the importance of an uninterrupted food supply for the socioeconomic development and political stability of African states, we are increasing agricultural supplies to Africa.
• Russia’s attention to Africa is steadily growing, which is evident in our plans to increase our diplomatic presence on the continent. We are ready to restore and open new Russian foreign missions and to increase the staff at a number of existing embassies.

🇷🇺🇨🇲 On July 27, on the sidelines of the second #RussiaAfrica Summit in St Petersburg, Foreign Minister Sergey Lavrov and Minister of External Relations of the Republic of Cameroon Lejeune Mbella Mbella signed an agreement between the Government of the Russian Federation and the Government of the Republic of Cameroon on the mutual lifting of visa requirements for the holders of diplomatic and service passports.
The conclusion of this intergovernmental agreement shows Moscow and Yaounde’s readiness to further strengthen bilateral dialogue in the spirit of mutual respect and in accordance with the key principles of the UN Charter and the Vienna Convention on Consular Relations of April 24, 1963.

🇷🇺🇿🇼 On July 27, Foreign Minister Sergey Lavrov and Minister of ICT, Postal and Courier Services of the Republic of Zimbabwe Hon Jenfan Muswere signed an agreement between the Government of the Russian Federation and the Government of the Republic of Zimbabwe on cooperation in ensuring international information security.
The ceremony, which was held in St Petersburg on the sidelines of the second #RussiaAfrica Summit, is evidence of our countries’ readiness to continue to strengthen dialogue in the spirit of mutual respect and in accordance with the fundamental principles of the UN Charter. It reflects the high level of trust and understanding of our goals in the sphere of ICT security, which are being addressed, in part, at the UN Open-ended Working Group on security of and in the use of information and communications technologies, the UN Ad Hoc Committee to Elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes, and the International Telecommunication Union.
The document provides a solid legal framework for practical interaction between the agencies concerned, including to counter threats in the information space and respond to computer incidents. It also offers new opportunities for building up the potential of using ICT, primarily, through the training of personnel, and reflects the unity of the two countries’ approaches toward creating a fair system of international information security.
✍️ The agreement is a clear and convincing example of the fruitful results of Russia and Zimbabwe’s consistent efforts to strengthen national and international information security on an equal and mutually beneficial basis.

☦️ On July 28, Russia celebrates the Baptism of Rus. On this day in 988, Prince Vladimir and his warriors were baptised in the city of Korsun (Chersonesus), the centre of Byzantian territory in Crimea.
The baptism of Rus was an event of landmark significance.

🇷🇺🌍 On July 27, Foreign Minister Sergey Lavrov held a working lunch in St Petersburg with 31 foreign ministers of African countries who are taking part in the second Russia-Africa Summit and Economic and Humanitarian Forum.
In his welcome address, Sergey Lavrov noted that the summit will allow participants to identify priority areas of Russian-African interaction and to promote it for the next few years.
During an engaging exchange of views, the foreign ministers of the Union of Comoros (the chair of the African Union), Egypt, Namibia, Mauritania and Tunisia, discussed a broad range of issues linked with the accelerated forming of a new, polycentric world arrangement. In this context, they reviewed issues of reforming the UN to ensure commensurate African representation in the UN Security Council and other key multilateral structures. Sergey Lavrov emphasised that the West’s attempts to impose double standards in assessing and settling international crises and conflicts, including in Ukraine, were unacceptable. He said it was necessary to counter neocolonialist approaches and uphold historical truth and justice through a concerted effort.
The participants focused on the current issues of further strengthening the multifaceted, long-term and mutually beneficial Russian-African partnership. During the discussion of food and energy security, Sergey Lavrov reaffirmed Russia’s invariable readiness to fulfill all of its international obligations responsibly and in good faith in terms of exporting agricultural products, fertilisers, energy resources and other critical supplies. Russia is ready to help the African nations improve the humanitarian situation on the continent, including without cost in some cases.
