⚡️ Defence Minister of Russia and General of the Army Sergey Shoigu:
Last night, the Kiev regime committed yet another major act of terrorism: they have blown up the Kakhovskaya Hydroelectric Power Plant, thereby flooding a large area.
According to available data, their motive was as follows.
Since their offensive was not succeeding, the enemy intended to strengthen its potential by redeploying troops and equipment from the Kherson area to the zone of the planned offensive, even though this would considerably weaken its positions in the Kherson area. Incidentally, the enemy has started building defensive facilities on the right bank of the Dnieper, which may indicate that it plans to take up a defensive position there.
To prevent the Russian army from launching an offensive on that stretch of the frontline, the Kiev regime has conducted a subversive and actually a terrorist attack, which has resulted in the flooding of a large area and will have serious and lasting environmental consequences.
In addition, reports show that water discharge from the Dnepropetrovsk Hydroelectric Power Plant has increased substantially, which will lead to increased flooding.
❗️This clearly shows that this large-scale disaster provoked by the Kiev regime has been pre-planned.

⚡️ Foreign Ministry statement on the destruction of the Kakhovka Hydroelectric Power Plant by the Ukrainian armed forces
We strongly condemn the destruction of the Kakhovka Hydroelectric Power Plant by the Ukrainian armed forces that has led to a devastating humanitarian and environmental disaster.
Bombing the dam has led to a significant rise in the water level downstream of the Dnieper River. Entire neighbourhoods were flooded, and thousands of people had to be evacuated. The evacuation is already underway.
This act of sabotage by the Kiev regime has caused devastating damage to the farmland in the region and the ecosystem at the mouth of the Dnieper River. The inevitable drop in the water level of the Kakhovka reservoir will affect Crimea’s water supply, and will hinder the improvement of agricultural land in the Kherson region.
This is a terrorist act directed against purely civilian infrastructure. It was planned in advance by the Kiev regime for military purposes as part of the Ukraine forces’ “counteroffensive.” The Kiev regime not only launched mass artillery attacks against the Kakhovka Hydroelectric Power Plant, but also deliberately brought the water level in the Kakhovka reservoir to a critical level by opening the Dneprovsky Hydroelectric Power Plant’s floodgates.
The Investigative Committee of Russia has opened a criminal case on this act of terrorism that has led to significant property damage and other grave consequences.
☝️ The Russian side will initiate a discussion for considering this crime by the Kiev regime in the UN Security Council, the statutory and decision-making bodies of the OSCE and other international organisations.
❗️ We call on the international community to condemn the criminal acts committed by the Ukrainian authorities, which are becoming increasingly inhumane and pose a major threat to regional and global security.

Given this, I consider it to be both vital and timely that the theme for this year’s Forum is Sovereign Development as the Basis of a Just World: Joining Forces for Future Generations.

On June 8, the Russian Embassy held a reception on the occasion of the Russia Day. It was attended by members of the Philippine government, representatives of the DFA, diplomatic corps, public,political and cultural circles.
In his speech Foreign Undersecretary E. de Vega noted the readiness to develop bilateral relations.
Russian Ambassador H.E. Marat Pavlov stated that the traditional friendly Russian-Philippine relations have significant potential to be realized in various areas: trade, economic, interregional and humanitarian. The enhanced interaction between Manila and Moscow, whose representatives were present at the event was empasized.
Senator A.Pimentel stressed that the inter-parliamentary dialogue is gaining momentum and he, as the head of the friendship group established in the upper house, will make efforts to promote it.
The decoration of the reception was the performance of the Lyubo-Milo folklore ensemble, which arrived in the Philippines as part of a delegation from the Moscow Government.

• The Federation Council of the Federal Assembly of the Russian Federation was indignant when it learned about the latest crime perpetrated by the Kiev regime, the blowing up of the Kakhovka Hydroelectric Power Plant which led to a large-scale environmental disaster.
• In October 2022, Russia let the Secretary-General of the UN and the UN Security Council know about the possible threat of such a terrorist attack. Confident of its impunity, the Kiev regime went ahead and committed this crime.
• The Federation Council of the Federal Assembly of the Russian Federation hereby states that the entire responsibility for the terrorist attack at the Kakhovka HPP lies with the Kiev regime and the countries of the collective West that are covering up its crimes, and that are thus accomplices in the illegal actions by the Ukrainian authorities that are completely dependent on these countries.
• The senators of Russia note that this is not the first time that the UN Secretariat has tried to avoid a substantive discussion of the Kiev regime’s crimes citing a lack of information, as was the case with the Zaporozhye Nuclear Power Plant.
• The Federation Council of the Federal Assembly of the Russian Federation regards the terrorist attack committed by Ukrainian armed units at the Kakhovka HPP as a gross violation of international law and insists on establishing the circumstances of this barbaric attack on the Kakhovka HPP and full reimbursement for the damage.

💬 Sergey Lavrov: Western politicians and their baited media have long been accusing Russia of all kinds of “mortal sins” without citing any evidence.
Just think about the Skripals case, the alleged poisoning of Alexey Navalny, the Malaysian Airlines crash, the terrorist attack against the Nord Stream pipelines and the staged murders of civilians in Bucha. Incidentally, as regards Bucha, we have asked UN Secretary-General Antonio Guterres many times to intercede and demand that Kiev publish the names of those whose bodies the Kiev regime presented to the international community in early April last year. Silence has been the only response. Everyone is silent. No reaction. <...>
Now we are hearing statements to the effect that it does not matter who blew up the Kakhovka HPP. The only reason for this is Russia’s "invasion" of Ukraine.
❗️Meanwhile, nobody in the West or the UN Secretariat, for that matter, recalls that starting in the summer of 2022, the Ukrainian regime repeatedly shelled the Kakhovka HPP using, in part, American HIMARS MLRSs and then publicly flaunted these actions.

In this situation, we are bound to be concerned about the dual position of UN Secretary General Antonio Guterres. He is actually playing up to the West on the situation in Ukraine. ☝️ We urge him to look to the UN Charter more often so as to not forget the scope of his powers and duties.

Federal Law No. 179-FZ On Denunciation of the Treaty on Conventional Armed Forces in Europe by the Russian Federation, adopted on May 29, 2023, took effect on June 9.
Russia sent notifications as prescribed by this treaty, also known as the CFE, to the treaty’s depositary (the Netherlands) and other states-parties via their embassies in Moscow and through delegations in the Joint Consultative Group on the CFE in Vienna.
Russia notified the states-parties of its decision to withdraw from the CFE within 150 days of the notice, or at midnight on November 7, 2023.
Due to Russia’s withdrawal from the CFE, two other associated legally binding documents will cease to be in force for the Russian Federation:
👉 the Budapest Agreement on Maximum Levels of Holdings of Conventional Arms and Equipment for the Members of the Warsaw Treaty of November 3, 1990 (was designed to determine the levels of conventional arms for each member of the then-effective Warsaw Pact and level change mechanisms);
👉 the Flank Document Agreement of May 31, 1996 (prescribed a temporary solution to the issue of flank restrictions that resulted from the dissolution of the USSR).
It is clear that, in today’s conditions, the CFE has definitely become a vestige of the past.
⚠️ Our opponents should not have any illusions about Russia returning to the CFE compliance.
