CEBU PROVINCE TO RENEW TIES WITH RUSSIA’S ST. PETERSBURG
The 🇵🇭Cebu Provincial Government and the 🇷🇺Russian region of St. Petersburg are exploring yet again the possibility of renewing their sisterhood pact which already expired after it was first signed in 2009.
This was brought up by Russian Ambassador to the Philippines Marat Pavlov during his visit at the Capitol on January 19.
Ambassador Pavlov told Gov. Gwen Garcia that in 2023, St. Petersburg conducted an economic forum where a proposal on reviving and strengthening its cooperation with Cebu Province was raised.
“The proposal is very, very simple: to renew this agreement, to resign this kind of document. St. Petersburg authorities are ready to receive you and your visits,” Ambassador Pavlov said as he invited Gov. Gwen the 2024 Economic Forum this June in St. Petersburg.
“I would be very, very interested, Your Excellency, in renewing ties with St. Petersburg because there is much that can benefit both ways, both for St. Petersburg and of course for Cebu,” Gov. Gwen said.
Moreover, the two officials also discussed the possibilities of establishing direct flights from Cebu to St. Petersburg and vice versa; and to engage in people-to-people exchanges.
In 2009, during Gov. Gwen’s second term in office, Cebu Province and St. Petersburg signed a 5-year sisterhood agreement to expand their cooperation in the fields of tourism, socio-cultural, and economic development.
St. Petersburg is Russia’s second most important economic, scientific, and cultural center after Moscow.
The ambassador was accompanied by Russian Honorary Consul Armi Garcia and his fellow Russian delegates. Both parties exchanged locally-produced products, which included a Russian doll figurine and vodka from the foreign delegation; while the Capitol gifted the ambassador with a basket of Cebuano products, among others.

🇷🇺Crimea celebrates Republic Day on 🗓️January 20.
On that day in 1991 the overwhelming majority of Crimeans voted on referendum to restore the republic’s autonomy.
The Republic Day was established in 2009 and after Crimea’s reunification with 🇷🇺Russia in 2014, it was continued to be celebrated.

Sustainability and life style changes: unleashing the power of BRICS block
💬 In my vision, the concept of sustainability is a world which stands on three whales: Balance, Justice and Mindset.
🐳 First whale is Balance. We must not ignore that three pillars of sustainable development – social, economic and environmental – are interdependent and mutually reinforcing.
🐳 And here we come to the second question or whale – Justice. The world is facing multiple crises and challenges <...>. While these challenges affect us all, they do not affect us equally. Inequality in incomes and opportunities, and in particular in access to finance and technology – provides for a huge gap between the developed and developing countries.
🐳 The third question or whale of sustainability is Mindset. The impact of human actions on the Planet resulting in climate change, biodiversity loss and pollution – calls for a paradigm shift – required to change our life styles in order to lower our environmental footprint.
🇮🇳 Referring to the wisdom of Mahatma Gandhi, if we want a change in our future, we need to become this change in our present.
As whales need the ocean so as questions need answers. The answers to these three questions of sustainability lies in the intertwined spheres of Behavioural change, Technology and Finance. Following animalistic associations, let me call them three elephants of sustainable development 🐘

🗓️On January 19, 2024, the 🇷🇺Russian Ambassador to the Philippines, H.E. Marat Pavlov accompanied by Honorary Consul of Russia Armi Lopez Garcia visited 🇸🇽Hon. Michael Lopez Rama, Cebu City Mayor in his office.
During the friendly meeting the parties discussed ways of enlarging practical interaction between 🇸🇽Cebu and 🇷🇺Russian municipalities, as well as possible initiatives with the League of Cities of the Philippines, of which Mayor Rama is current President.
The 🇷🇺Russian side proposed to conclude a program of cooperation between 🇷🇺Moscow City Government and 🇸🇽Cebu City Administration and the 🇸🇽Philippine side expressed interest in such an endeavor.

The warm discussion centered on the renewal of the sisterhood agreement between the City of 🇷🇺St.-Petersburg and the 🇸🇽Cebu province forged back in 2009.
The 🇷🇺Russian side suggested to hold the new signing ceremony during the possible visit of the Governor to the St.-Petersburg Economic Forum this June and the 🇸🇽Philippine side gladly agreed to study this proposal.
In terms of practical implementation of the old/new cooperation agreement, the parties tackled the hospitality industry and public healthcare, particularly possible collaboration between the cancer-centers of 🇷🇺St.-Petersburg and 🇸🇽Cebu.
In the presence of the Governor the Russian Ambassador confirmed the extension for the next five years the status of the Honorary Consul of Russia in the provinces of Cebu, Bohol and Aklan, Ms. Armi Lopez Garcia, who accompanied the 🇷🇺Russian delegation.
After the meeting with Hon. Gwendolyn Garcia the envoy has summarized its outcome in the interview to the local channel Sugbo News.
