🗓 On September 26, the #ADMMPlus (ASEAN Defence Ministers’ Meeting Plus) joint international anti-terrorist exercise involving the Armed Forces of the Russian Federation and the armed forces of the #ASEAN Member States and #ADMMPlus Dialogue Partners has kicked off in Primorsky Krai, Russia 🇷🇺.

🔹️ The exercise is aimed at strengthening and promoting regional cooperation in counter-terrorism, enhancing operational cooperation among ASEAN Member States and their Dialogue Partners in counter-terrorism, and sharing counterterrorism experience.

🔹️The exercise comprises two stages. At the first stage, representatives of the military command bodies at the operational and tactical levels are to determine the concept and develop a decision to conduct an anti-terrorist operation. At the second stage, the military contingents as part of a multinational grouping are to practise joint practical actions in the course of an anti-terrorist operation at the Sergeevsky training ground.

🔹️ Apart from Russia 🇷🇺 operational groups and military contingents of the Armed Forces of Brunei 🇧🇳, Vietnam 🇻🇳, India 🇮🇳, Indonesia 🇮🇩, Cambodia 🇰🇭, China🇨🇳, Laos 🇱🇦, Malaysia 🇲🇾, Myanmar 🇲🇲, Thailand 🇹🇭, and the Philippines 🇵🇭 are taking part in the exercises.

🚩 Russia's and Myanmar's are currently Co-Chairing the ADMM-Plus Experts' Working Group (EWG) on Counter Terrorism.

❗️ #DebunkingMyths spread by the EU leadership

Myth: Russia is offering 1 million tonnes of grain to African countries in a parody of generosity. What cynicism and contempt for African countries, when we know that the Black Sea agreement has so far delivered more than 30 million tonnes of exports, mainly to the most vulnerable countries. And that the solidarity routes, alternative routes developed by the EU and with the EU, have already enabled 40 million tonnes of grain to be exported. 1 million tonnes offered — as if it were a gift. This is absolutely appalling cynicism. On the other hand, there are those who are really fighting to come to the aid of the most fragile and vulnerable populations.

Fact: This statement by Charles Michel has no basis in reality. Ukrainian grain has mostly been delivered and continues to be delivered to the EU.

The President of the European Council’s statement represents not only a textbook case of crude EU propaganda but also a fundamentally new chapter in the history of European public opinion.

However, things that Charles Michel has held back are even more interesting.

👉 Let's take a closer look:

• The EU member states are the main beneficiaries of the Black Sea Initiative since about 40 percent of the Ukrainian agricultural products exported via this route went their way. The share of recipients from the countries that are most in need is less than 3 percent.

• Over nearly 18 months, the EU has failed to establish food exports via the “solidarity corridors” to third countries, if such a goal really existed in the first place.

• The EU needs to offset the damage to its own food security caused by unilateral sanctions imposed on Russia and Belarus and ill-conceived policies in the macroeconomic, energy, and food sectors.

• The EU intentionally overstates the potential of Ukrainian agricultural output to ensure global food security (Ukraine's share of the global wheat market is no more than 5 percent).
✍️The President of the Russian Federation Vladimir Putin extended his condolences to President of Pakistan Arif Alvi and Prime Minister Anwar-ul-Haq Kakar on the terrorist attack in Balochistan province.

✉️The message reads, in part:

“Killing people during a religious ceremony is further evidence of the barbaric and inhuman nature of terrorism. Those behind this crime should not escape retribution.

I would like to reaffirm Russia’s commitment to further build up antiterrorist cooperation with its Pakistani partners.”

🕯️The President of Russia asked to pass on his words of sincere sympathy to the families and loved ones of the victims, as well as wishes for a speedy recovery to all the wounded.

💬 Vladimir Putin: Friends, citizens of Russia,

I congratulate you on the occasion of the Day of Reunification of the Donetsk and Lugansk people’s republics, and the Zaporozhye and Kherson regions with Russia.

A year ago, on September 30, a defining and truly historic event took place when agreements were signed to incorporate four new constituent entities into the Russian Federation.

🇷🇺 Millions of residents of Donbass and the Kherson and Zaporozhye regions made their choice to be with their Fatherland.

This conscious, long-awaited, hard-won and genuinely popular decision was made collectively through referendums in full compliance with international norms. People showed courage and integrity in the face of attempts to intimidate and deprive them of their right to determine their own future, their destiny, and to take away something every person values, namely, culture, traditions, and mother tongue, in a word, everything that was loathed by nationalists and their Western patrons who orchestrated a coup in Kiev in 2014 and then unleashed a full-scale civil war and terror against dissenters and organised blockades, constant shelling, and punitive actions in Donbass.

☝️ But nothing and no one can break the will of millions of people, or their belief in truth and historical justice. The free and unequivocal choice of our brothers and sisters was wholeheartedly supported by the Russian people. We understood and deeply felt the most important thing: by defending our compatriots in Donbass and Novorossiya, we are defending Russia itself.

Today, we are also building our common future together, rebuilding and building schools and hospitals, housing and roads, museums and memorial sites.

<...>

We are one people, and together we can overcome anything and meet any challenge.

International Conference “🇷🇺Russia and 🇧🇳🇻🇳🇮🇩🇰🇭🇱🇦🇲🇾🇲🇲🇸🇬🇹🇭🇵🇭ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes, and Global Context”

🗓️On October 12-14, 2023 the ASEAN Centre will hold its traditional annual international conference “Russia and ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes, and Global Context” It will take place within the framework of the 15th Convention of the Russian International Studies Association (RISA). This year the conference will be dedicated to the 5th anniversary of the ASEAN-Russia Strategic Partnership.

The conference has been held within the RISA Convention framework since 2016 and annually brings together, leading world and Russian experts on Southeast Asia and ASEAN, diplomats, representatives of business and civil society, students and young researchers.

This year it aims to discuss multiple issues relevant to the ASEAN-Russia political, economic and energy cooperation in the context of global turbulence and to identify new promising areas for ASEAN-Russia strategic partnership. Interregional cooperation between the Eurasian Economic Union, Shanghai Cooperation Organization and ASEAN will be among conference topics.

The conference will feature discussions on the digital agenda and post-pandemic economic recovery of Russia and ASEAN countries. The key trends in the political and socio-economic progress of individual member countries of the Association will be given considerable attention, as will the current political and socio-economic events in the region. Along with the principal program, there will be special sessions and presentations of the latest academic literature on the Southeast Asian region.

Traditionally many high-ranked guests of the conference – politicians, diplomats and researchers – take part in the presentations of new academic and popular literature.

Specifically, this year, the ASEAN Centre, in collaboration with the Center for Vietnam and ASEAN Studies of the ICCA RAS, will be presenting a collective monograph titled «ASEAN on the Path of Integration: Achievements, Challenges, Dilemmas». This publication is the outcome of extensive research and a series of scholarly discussions held at the MGIMO and RAS Institute of China and Contemporary Asia. In addition, the Russian edition of the book «Dealing with an Ambiguous World» authored by Singaporean researcher H.E. Mr. Bilahari Kausikan and edited by the Center's senior expert, Dr. Victor Sumsky, will be also announced during the conference. The conference's sidelines will also feature a presentation of the previous conference proceedings collection «Russia and ASEAN in the Asia-Pacific Region». As well as other current analytical and expert materials.

A Youth Day is scheduled as part of the conference. Students and young researchers whose research interests lay in the field of Southeast Asian studies are welcome to represent their achievements and share experiences.

On the conference eve, on October 9-10, the 5th Meeting of Network of ASEAN-Russia Think Tanks (NARTT) will also be hosted by Russia and MGIMO as the national coordinator.

Annually, about 100 participants attend the conference, with the speakers which are representatives of all ten ASEAN countries as well as Russian participants from Moscow (MSU, RUDN, HSE, ICCA RAS, IOS RAS, IMEMO RAS, IE RAS, FNISC RAS) and regional (SPbSU, FEFU, URFU, TSU) universities and academic institutions, as well as international organizations (e.g. International Committee of the Red Cross). The results of the conference are widely covered by the media.

🇷🇺The Russian Academy of Natural Sciences launched the competition for the title of laureate of the International environmental award "EcoWorld"-2023.

The International Ecology Prize "EcoWorld" is a public prize for outstanding achievements in the protection of the environment and ensuring environmental safety, as well as in other environmental activities aimed at sustainable development in the 21st century.

Today we talked about changes taking place in the international arena. The world is becoming multipolar. The expansion of BRICS is the main evidence of this. BRICS is seen as a reliable partner and as a structure that will not disappoint and will help each member feel more confident.

UN reform must reflect the reality of a multipolar world where the West can no longer claim the role that it is seeking to maintain either fairly or otherwise. The process is underway. We are taking an active part in it.

What strikes me most is the speed with which the outward civility has fallen away from practically all Europeans, the front they have been hiding behind in recent years, retaining not only the remnants of diplomacy but also traces of elementary ethics. This is a manifestation of what is usually called Nazism – just in relation of Russians.

We are working with our Azerbaijani colleagues and neighbours to stabilise the situation in Nagorno-Karabakh, to strengthen trust, and create conditions for the Armenians and Azerbaijanis to resume their normal life together. I hope that Yerevan should also have a stake in that and will undertake efforts to this end.

🇷🇺🇧🇷 Today marks the 1️⃣9️⃣5️⃣th Anniversary of diplomatic relations between Russia and Brazil.

On October 3, 1828, the order appointing Franz Borel the first Russian envoy to this country was signed. However, bilateral ties between Russia and Brazil started developing since 1811 with the appointment of the first Russian Consul-General to Rio de Janeiro.

Today, Russia-Brazil relations constitute a strategic partnership, have gathered positive momentum and are developing in the spirit of trust, friendship and mutual understanding based on the principles of equality and mutually beneficial dialogue.

Russia and Brazil have traditionally followed coinciding approaches to many global matters, such as countering terrorism, environment protection, ensuring international information security, etc.

Marat Pavlov paid a visit to Hon. Alfredo Pascual, Secretary of the Department of trade and industry of the 🇵🇭 Republic of the Philippines, in his office.

The meeting was focused on deepening of cooperation between 🇷🇺Russia and 🇵🇭the Philippines in commerce, industry and investment.
