Russian MFA Spokeswoman Maria Zakharova:
💬 Today's attack on the Crimean Bridge was perpetrated by Kiev, which is a terrorist regime and has all the traits of an international organised crime group.
Decisions are made by Ukrainian officials and the military with the direct involvement of the US and British intelligence services and politicians. The United States and Britain are running this state-run terrorist entity.

⚡️ Foreign Ministry statement on the terrorist attack on the Crimean Bridge
Read in full
In the early hours of July 17, the Crimean Bridge suffered yet another terrorist attack with the use of two Ukrainian water-surface drones. One of the deck sections was damaged.
Two civilians were killed: Alexey and Natalya Kulik, residents of the Novy Oskol municipality of the Belgorod Region, who were crossing the bridge in their car. Their 14-year-old daughter, Angelina, has become an orphan; she was admitted to a hospital in a moderately severe condition.
Kiev said that it was a joint operation by the Ukrainian Navy and Security Service. It confirms the involvement the country’s political leadership and security services in the terrorist attack. The reaction of some Ukrainian MPs to the Kulik family tragedy was even more cynical and unsettling. They sneered at people’s grief, which allows us to make conclusions about the moral and mental development of the Kiev politicians.
A criminal case was opened after the terrorist attack, and the necessary investigative actions are being taken. We are confident that those guilty will be found and will not escape justice. If the investigation finds that the surface drones that attacked the bridge are of Western origin, and that Western countries played a role in planning, sponsoring and conducting this operation, it will confirm their complicity in the Kiev regime’s terrorist activity.
❗️ The Foreign Ministry strongly condemns the terrorist attack on the Crimean Bridge, which is a purely civilian facility. We hope that the international community and relevant multilateral agencies will put their foot down and give a proper assessment of yet another crime committed by the Ukrainian authorities.
The damage to the Crimean Bridge caused by the terrorist attack will be repaired shortly. All attempts to disrupt the transport link to the peninsula and tear Crimea from the rest of Russia are invariably futile.

❗️ Foreign Ministry statement on the #IstanbulAgreements
Read in full
Almost a year ago, on July 22, 2022, two interrelated agreements were signed in Istanbul, namely, the Black Sea Initiative on Ukrainian food and Russian ammonia exports and the Memorandum of Understanding between the Russian Federation and the Secretariat of the United Nations on promoting Russian food products and fertilisers to the world markets.
A year later now, progress on implementing these agreements has been disappointing.
The Black Sea Initiative was launched just a week after it was signed. However, contrary to the purported humanitarian objectives, the Ukrainian food exports were almost immediately transacted on a purely commercial basis and, until the last moment, were used to serve Kiev and its Western curators’ self-serving interests.
The Russia-UN Memorandum has never really worked. The Americans and the British are keeping pace as they impose extraterritorial restrictions. As a result, Russian bank payments, insurance and transport logistics, as well as spare parts supplies and foreign assets have been completely blocked.
We are forced to state that none of the five systematic objectives stipulated in the Russia-UN Memorandum has been accomplished.
❗️ The blatant sabotage of the Istanbul agreements defeats the purpose of continuing the Black Sea Initiative which did not live up to its humanitarian rationale.
👉 In accordance with paragraph H of the agreement, Russia objects to an extension <...> This means:
• revoking safe navigation guarantees,
• curtailing the maritime humanitarian corridor,
• resuming the status of a temporarily dangerous area in the northwestern Black Sea,
• disbanding the JCC in Istanbul.
Without Russia, the Black Sea Initiative will cease to operate as of July 18.
☝️ Once concrete results rather than promises and assurances are in place, Russia will be ready to consider resuming the deal.

❗️The Russian Foreign Ministry has gathered data and facts exposing the mechanisms for how private military companies in the United States, the United Kingdom and France are regulated and managed.
The United States, the United Kingdom and France actively deploy their private military companies abroad. Technically speaking, these companies have the status of commercial entities that provide security and defence services. In reality, these companies consist of mercenaries with rich experience in conducting combat operations on the territory of various states.
For example, it is common knowledge that:
▪️ at least four major US companies (Academi, DynCorp International, Cubic Corporation and Forward Observations Group) assist the Armed Forces of Ukraine;
▪️ Prevail Partners from the UK provides Ukrainian special services with intelligence data, including personal data of foreign and Russian citizens;
▪️ French PMCs offer to train service personnel for the Armed Forces of Ukraine on the territory of Eastern European states, and they recruit volunteers to fight for the Kiev regime.

⚡️ On the UN chief’s comments on the Istanbul agreements

💬 On the day when the Black Sea Grain Initiative on the export of Ukrainian grain expired, the UN Secretary-General issued a large press release. Apart from twisting the facts about the implementation of the Istanbul agreements again, Antonio Guterres acted in violation of all the laws of diplomatic correspondence by making public his personal letter to President of Russia Vladimir Putin.
In this connection, we deem it necessary to make the facts of the matter available to the public.
The UN Secretary-General obviously prefers to focus on the Ukrainian part of the two agreements signed in Istanbul a year ago, the Black Sea Grain Initiative and the Russia-UN Memorandum of Understanding on facilitating Russia’s agricultural exports. According to him, the world has been saved from hunger thanks to the shipping of 32 million tonnes of grain from Ukrainian ports (where corn fodder constituted over 70 percent and was delivered to “well-fed” countries).
❗️ The UN Secretariat obviously does not care for the export of Russian grain, most of it wheat, delivered to countries in Asia (60 percent) and Africa (30 percent), or fertilisers.
<...> The explosion of the pipeline, which delivered around 2 million tonnes of raw materials annually for the production of fertilisers enough to feed 45 million people, has shown clearly the “efficiency” of the UN Secretariat’s efforts to reduce the threat of hunger and the Kiev regime’s attitude to its efforts.
<...> In conclusion, we would like to point out that the UN Secretary-General and his staff have remained blind to Kiev’s terrorist attacks and subversive activities.
The latest terrorist attack, during which two people died and an underage girl was injured, targeted the Crimean Bridge on July 17.
☝️ However, the UN Secretariat did not even deem it necessary to express condolences.

💬 Our firm position of what led to the collapse of the agreement of last year and cause the impossibility of continuing that part of these agreements, was stated by the 🇷🇺MFA. We had warned the 🇺🇳UN and their leadership as well as our foreign partners about this for many months. This goes to demonstrate their inability to fulfil their part of the agreement.

⚡️ The information disseminated by the Kiev regime regarding the destruction of the Cathedral of the Transfiguration Cathedral in Odessa as a result of the use of high-precision weapons does not correspond to reality.
▫️ All the facilities designated for defeat and destroyed on the night of 23 July this year, where the Kiev regime, together with foreign specialists, were preparing terrorist acts against the Russian Federation, were located at a safe distance from the Transfiguration Cathedral.
▫️ The planning of strikes with precision weapons against military and terrorist infrastructure facilities of the Kiev regime is carried out on the basis of information carefully checked and confirmed through several channels, knowingly excluding the civilian facilities, as well as cultural and historical heritage sites.
▫️ According to footage of the Transfiguration Cathedral in Odessa published by local residents, the most probable cause of its destruction was the fall of a Ukrainian anti-aircraft guided missile as a result of the incompetent actions of the operators of air defence systems, which the AFU deliberately places in residential areas, including Odessa.

❗️Foreign Ministry statement on the Ukrainian attacks on Moscow and Crimea
According to the Defence Ministry of the Russian Federation, two Ukrainian unmanned combat aerial vehicles were used to attack facilities in Moscow early in the morning of July 24. All of them were suppressed by radio-electronic warfare systems and crashed. There were no casualties or substantial damage, though two non-residential buildings were struck.
On July 24, a helicopter-type drone with no explosives aboard fell in the Central Cemetery of Moscow’s Zelenograd Administrative Area.
In the early hours of July 24, an attempt by the Kiev regime to attack facilities in Crimea was also thwarted. In all, 17 drones were launched. Fourteen were suppressed using radio-electronic warfare systems, 11 of them crashed in the Black Sea and three fell on the territory of the peninsula. Three more drones were destroyed by air-defence forces. There were no casualties. According to Head of the Republic of Crimea Sergey Aksyonov, an ammunition depot was hit in the Dzhankoi District. Drone fragments damaged a private home in the Kirovsky District.
Ukraine has already claimed responsibility for these attacks. Minister of Digital Transformation of Ukraine Mikhail Fyodorov openly confirmed the complicity of the Zelensky regime in the attacks and noted that Kiev would continue these incursions, and that their number will increase.
The military and political leadership of Ukraine has yet again resorted to terrorist methods to intimidate the civilian population. These attacks had no military significance. We strongly condemn this new crime of the Kiev regime, and we urge international organisations to duly evaluate them.
The brazen actions of Ukrainian neo-Nazis highlight the intent of the West to continue aggravating the situation.
The Investigative Committee of Russia has opened criminal proceedings in connection with the attacks. All culprits will be found and punished.
⚠️ The Russian side reserves the right to take tough retaliatory measures.
