Foreign trade turnover of goods and services increased in most EAEU States
According to the balance of payments, the export and import of goods and services increased in most Member States in H1 of 2022 compared to the same period in 2021.
The turnover of services in Armenia grew at the fastest pace in the EAEU – by 1.9 times and amounted to USD 2.2 bln. The positive balance of trade in goods and services in Russia amounted to USD 170 bln.

🇷🇺 🤝 🇵🇭 On October 25, 2022, Russian Ambassador to the Philippines H.E.Marat Pavlov met Undersecretary for Foreign Affairs of the Republic of the Philippines H.E. Carlos Sorreta, former Ambassador of the Philippines to Russia. Both sides discussed topical issues of mutual interest.
🎙🖥 On Oct.27, 2022, Russian Ambassador to the Philippines Marat Pavlov met online with the members of the Rotary Club to discuss Ukrainian crisis.

☝️ Marat Pavlov paid special attention to the genesis of the conflict, the threats posed by NATO countries in Ukraine to Russia. Kiev's unwillingness to look for ways of a diplomatic settlement was pointed out as well as pumping it by the countries of the collective West with weapons a significant part of which ends up on the black market.

〽️ The devastating effect of anti-Russian sanctions for the global economy and, first of all, for their Western initiators were indicated.

🇷🇺🤝🇵🇭At the same time, optimism was expressed regarding the prospects for the development of the RU-PH relations, given the neutral status of the Philippines and the clear mutual desire to act in the spirit of friendship and pragmatism.

🌍 The Ambassador also told about the project to create a broad Eurasian Economic Partnership with the participation of the EAEU, SCO and ASEAN countries.

⚡️ Excerpts from President Vladimir Putin's remarks at the Valdai International Discussion Club meeting, October 27, 2022

💬 The so-called West which is, of course, a theoretical construct since it is not united and clearly is a highly complex conglomerate, but I will still say that the West has taken a number of steps in recent years and especially in recent months that are designed to escalate the system-wide crisis.

As a matter of fact, they always seek to aggravate matters, which is nothing new, either. This includes:

- the stoking of war in Ukraine,
- the provocations around Taiwan,
- the destabilisation of the global food and energy markets.

To be sure, the latter was, of course, not done on purpose, there is no doubt about it. The destabilisation of the energy market resulted from a number of systemic missteps made by the Western authorities that I mentioned above. As we can see now, the situation was further aggravated by the destruction of the pan-European gas pipelines. This is something otherworldly altogether, but we are nevertheless witnessing these sad developments.

Global power is exactly what the so-called West has at stake in its game. But this game is certainly dangerous, bloody and, I would say, dirty. It denies the sovereignty of countries and peoples, their identity and uniqueness, and tramples upon other states’ interests.

Humankind is at a fork in the road:

🪧 either keep accumulating problems & eventually get crushed under their weight,

🪧 or work together to find solutions – even imperfect ones, as long as they work – that can make our world a more stable, safer place.

I have always believed in the power of common sense.

Therefore, I am convinced that sooner or later both the new centres of the multipolar international order and the West will have to start a dialogue on an equal footing about a common future for us all, and the sooner the better, of course.

⚡️ Russia's Ministry of Defence:

Today at 4.20 am, the Kiev regime carried out a terrorist attack against the ships of the Black Sea Fleet and civilian ships that were on the outer and inner roadsteads of the Sevastopol base. The attack involved nine unmanned aerial vehicles and seven autonomous maritime drones.

❗️ It should be emphasised that the ships of the Black Sea Fleet that were subjected to the terrorist attack are involved in ensuring the security of the ‘grain corridor’ as part of an international initiative to export agricultural products from Ukrainian ports.

The preparation of this terrorist act and the training of military personnel of 73rd Marine Special Operations Center were carried out under supervision of British specialists 🇬🇧 in the city of Ochakov, Nikolayev region in Ukraine.

⚠️ According to the available information, representatives of this unit from the British Navy were involved in plotting, organising, and implementation of the terrorist attack in the Baltic Sea on 26 September this year to blow up the Nord Stream 1 and Nord Stream 2 gas pipelines.

I would like to point out that the European Commissioner wrote this in his Twitter account.

They are all collectively confused, if not mad, about their “rules” whose dominance has driven the law and jurisprudence to the point of absurdity.

If you cite the “rules”, you should demonstrate them.

If, for many years, you tried to convince everyone that freedom of speech must never be violated, you should stay true to your words.

If the first and the second are a dogma, then it should remain as such for its creators in the first place.

🌐 Yevgeny Primakov, a prominent Soviet and Russian statesman, Foreign Minister of Russia in 1996-1998, was born #OTD in 1929.

Primakov’s arrival at Smolenskaya Square became a turning point in the foreign policy of our state, the start of the restoration of Russia’s positions on the international arena.

He foresaw the appearance of new centres of economic growth and political influence in the world and, in this sense, predicted the realities of multipolarity. He established the Russia-India-China format, which became the prototype of BRICS, the true embodiment of multipolar diplomacy.

❗️ On March 24, 1999, during his flight to the United States, Yevgeny Primakov found out that NATO countries launched air strikes on Yugoslavia. He immediately turned his plane around and returned to Moscow. That legendary U-turn over the Atlantic became a symbol of revision of relations with the West towards pragmatism and realism, and Russia’s transition to a multi-vector foreign policy.

⚡️ Foreign Ministry statement on the Black Sea Grain Initiative for the export of Ukrainian grain

💬 On October 29, the Ukrainian Armed Forces, under the cover of the humanitarian corridor set up for the implementation of the Black Sea Grain Initiative for the export of Ukrainian agricultural products, launched massive air and sea strikes using drones against the Russian Black Sea Fleet’s ships and infrastructure at the naval base in Sevastopol.

As a result of the actions (which cannot be qualified as anything other than a terrorist attack) by the Ukrainian armed forces, led by the British specialists, directed, in particular, against Russian ships ensuring the functioning of the humanitarian corridor, the Russian side can no longer guarantee the safety of civilian dry cargo ships participating in the Black Sea Grain Initiative and will suspend its implementation from today for an indefinite period.

⚡️ Comment by Foreign Ministry Spokeswoman Maria Zakharova on the United Kingdom’s involvement in a terrorist attack on Sevastopol

💬 The Russian Foreign Ministry, together with other competent Russian authorities, is working on practical steps in connection with the involvement of British specialists in the preparation of a terrorist attack in the Black Sea on October 29 and training of the Ukrainian military, as the Russian Defence Ministry has announced.

At the same time, the Russian military reported that they have information on the involvement of the British security services in a series of explosions on the Nord Stream 1 and Nord Stream 2 gas pipelines in the Baltic Sea. Russia has repeatedly called for a joint investigation into these attacks. Relevant proposals were sent to the governments of Denmark, Sweden and Germany. The fact that the Western countries declined this proposal confirms that they have something to hide.

💬 Dmitry Kuleba wrote the following in his Twitter-account: “Russia has launched a new publicity stunt focused on hunger. Moscow has promised to send 500,000 tonnes of free grain, which has most probably been stolen in Ukraine, to other countries within the next four months. However, by blocking the grain corridor Russia has stopped the delivery of 2 million (!) tonnes of grain to Algeria, Yemen, Vietnam, Bangladesh, and other countries RIGHT NOW.”

And now the truth:
1. Russia has long been offering to deliver ITS OWN fertilisers to the countries that need them. The offer has been made by the President (1, 2) and the Foreign Minister.
2. Russia is also ready to send up to 500,000 tonnes of ITS OWN grain to the poorest countries free of charge.
3. The Kiev regime, due to its own greed, is unwilling to give anything to anybody even when others are ready to help others for free.
4. The grain deal has been killed by Zelensky and his terrorists, controlled by British special forces, so as to complement nuclear blackmail with a grain ransom. The money and weapons they receive are no longer enough for them. They want more deaths. Money, weapons, and death are the devilish force behind the Kiev regime.

Russia and ASEAN countries collaborate scientifically in achieving a common goal.

Expanding scientific, technological and innovative cooperation between the Russian Federation and the Association of Southeast Asian Nations, including in scientific exchange, were the main objectives that were discussed during a round table video conference hosted by Sputnik News Agency on October 20 in Moscow, Russia.

Prestigious speakers from several ASEAN countries and Russian experts participated in the round table discussion, with the theme “The Science Space of Russia-ASEAN: New Challenges and Opportunities,” which was moderated by Vasily Pushkov, the director for International Cooperation at Sputnik.

Participants of the round table discussion are Dr. Naing Swe Oo, Founder and Executive Director of ThayNinGa Institute for Strategic Studies in Myanmar; M. Raudy Gathmyr, Head of the Department of Communication of the Faculty of Humanities at President University, Indonesia; and Dr. Carlos Tabunda, Jr., Dean of School of International relations at the New Era University, Philippines.

They were also joined by Ivan Zasurskiy, president of the Internet Publishers' Association, CEO of Vernsky Company, member of the Human Rights Council and Environmental Council of St. Petersburg, and Dr. Ekaterina Koldunova, Acting Director of ASEAN Center at MGIMO of the Russian Ministry of Foreign Affairs.

One of the biggest issues in the world today is Russia’s suspension of its participation in the grain deal. We are hearing a new choir of voices from Western leaders, accusing Russia of causing global famine. Biden even called Russia’s decision an outrage.

Yes, we have already heard the statement by the Russian Defence Ministry but may I ask you: why did Russia make this decision? What do you think about these accusations of sabotaging the agreements?

The UN and Turkiye did say that they would continue releasing ships, and then what? How do you see this whole process happening further?

💬 Vladimir Putin: This entire process of exporting grain from the territory of Ukraine was organised under the pretext of securing the interests of the poorest countries. We agreed to this exactly for the benefit of the poorest countries.

I do not remember the data of the latest hours or days, but the overall picture is as follows:

📌 about 34 percent of the grain ends up in Turkiye;

📌 a little more, or 35 percent, in the EU countries.

And only 3–4 percent, according to the Agriculture Ministry, sometimes a little more, up to 5 percent (this figure changes depending on the volume of grain transported), so only 3–4 or sometimes 5 percent goes to the poorest countries as the UN classifies them.

⁉️ Look, is this the outcome for which the deal was designed?

And there is more. The fact is that the attempted attack – the attack on the Black Sea Fleet that failed but was still committed (and we should give credit to our naval crews and thank them, of course, for rising to the occasion and repelling all the attacks), but those drones and unmanned vessels partially entered the corridor used for exporting grain from Ukraine, thus creating a threat to our civilian ships securing the grain exports. And it is our responsibility to ensure their security.

But what if, I apologise for my blunt words, Ukraine just whacks these ships? Russia will be to blame again, just like now everybody is blabbing about what Russia is doing, without thinking what caused it – and the cause was a threat to this humanitarian corridor.

I did not see the final statement by the Defence Ministry but I know the general stance. The Defence Minister had the opportunity to report his position to me today, and I agreed. What he said was fair: they create a threat to our naval and civilian vessels. We must protect our civilian vessels.

☝️ Therefore, we did not say we are withdrawing from this operation, no. We have suspended our participation.

The UN Secretary-General was one of the organisers of this effort. UN staff are actively involved, for which we are grateful, unquestionably. But they should probably also deal with Ukraine, and Ukraine must guarantee that civilian ships and Russia’s support vessels will not be threatened.

Listen, I do not know if the Defence Ministry explained this or not, but these unmanned vessels are no joke. They are six metres long, I believe, and carry 500 tonnes of explosives. If it hits its target, there will no grain, no ship, nothing. And we will be to blame.

This is why the Russian Defence Ministry is correct when it raises the issue of discussing the matter further with the United Nations, and in turn the United Nations is supposed to deal with Ukraine and make sure Ukraine guarantees the security of this corridor. I do not see anything unusual here. It is a matter of aligning positions, work, and obligations – in this case on behalf of our Ukrainian partners.

Mr.President, mobilisation in Russia was announced by your executive order. Defence Minister Shoigu announced its completion. Should we expect another executive order?

💬 Vladimir Putin: Well, from a legal standpoint, I do not think so.
It was, of course, launched by my executive order because there was no other way to do this by law. But mobilisation was proposed by the Defence Ministry, naturally, and now the Defence Ministry has proposed that we draw it to a close.

I will speak to our lawyers. Honestly, I had not given this any thought. I will speak to our lawyers about whether an executive order is necessary to announce the completion of mobilisation. But it has been completed, period. The Defence Ministry initially suggested mobilising a far smaller number but eventually, we came to the conclusion that we needed 300,000. I would like to note what the Defence Minister said in his report: 41,000 people are involved in combat operations of the Armed Forces. This means that 260,000 or 259,000, to be precise, are currently serving but not involved in combat operations. They are undergoing joint training and coordination. Thus, almost 260,000 people are not even involved in combat operations but undergoing training. In one way or another, to a greater or lesser extent. At this point, mobilisation has been completed.

You recently proposed creating a gas hub in Turkiye, and President Erdogan supported this idea. Is there any news about this? What stage is the process at? Are there potential gas buyers?

💬 Vladimir Putin: There are always gas buyers. This product is in demand in the world. It is the most environmentally clean hydrocarbon and an ideal prime source of energy for the transition period to green energy, absolutely ideal. It has the lowest emissions. Therefore, I think, no, I know that there are many consumers and those who would like to buy Russian gas.

As for choosing Turkiye 🇹🇷 for building a hub for deliveries to Europe, in this particular case, I believe it is clear why we are doing this, since the idea was put forth by us – because it is very difficult to deal directly with our European partners. And besides, we are aware of the tragic events connected with the explosion of gas pipelines.

As it often or rather almost always happens, Europeans have shut their mouths and are keeping silent, as if this is how it should be, even though this is really and profoundly contrary to their interests. Moreover, somebody had the brass to suggest that it was Russia that blew up its own facility. It is impossible to imagine how people come up with such nonsense, but nevertheless they do.

[Gazprom CEO Alexei] Miller told me this morning that they had inspected the site – incidentally, Gazprom has been allowed to examine the explosion site. There are two craters there, 3 and 5 metres deep; I do not know if Gazprom has published this information. The rupture in the pipes is 259 metres if I remember correctly, and 40 metres of pipe have been torn out. The torn-out part of the pipe was twisted at 90-degree angle and thrown 40 meters towards Nord Stream 2, which was damaged as well, probably by the same explosion and by the fragments of the pipe. Therefore, it was obviously a terrorist attack.

It is difficult for us to control the situation because the site is in the exclusive economic one of Denmark, Sweden and, farther, Germany.

In this sense, it is easier for us to work with Turkiye, first of all, because President Erdogan keeps his word. If we come to an agreement on something – this may be difficult to do, but if we come to an agreement, we try to implement it. It was the first point. And secondly, it is easier for us to control the Black Sea area.

Therefore, it is a perfectly realistic project, and we can accomplish it relatively quickly. And there will be enough of those wishing to sign contracts. I have no doubt about that.

We will see what happens this winter and next winter. But I am confident that contracts will be signed. There is no doubt about that. After all, we can also use European countries as transit routes for deliveries to other parts of the world. But I have no doubt that there will be enough takers who would want to buy our gas in Europe.
