We analysed the text to discover that our apprehensions concerning this US initiative were valid.
☝️ The United States remains bashfully silent about the most important thing: are they willing to permanently rule out the combat use of this type of weapon? The resolution says nothing about it.
Moreover, the possibility of deploying anti-satellite weapon (ASW) means on the US reusable unmanned space shuttle X-37B, which is capable of staying in orbit for a long time, performing manoeuvres and carrying a payload, cannot be ruled out.

• Over the past years, the Russian Federation has more than once raised the issue of the military biological activities conducted by the Pentagon and agencies within its jurisdictions in laboratories located far away from the United States on the Russian border in the post-Soviet countries.
• Such activities of the US military on territories adjacent to Russia have a direct effect on biological security of the Russian Federation.
• Evidence and materials acquired during the special military operation have revealed the true nature of US military biological activities in Ukraine.
• The scale and goals of military biological activities become clear from a report on the inspection of the collection of microorganism strains at the Mechnikov Anti-Plague Research Institute of the Ukrainian Health Ministry in Odessa. According to the report, the institute had in its storage 422 units of cholera causative agents and 32 units of anthrax causative agents.
• The list of documents at our disposal incudes the descriptions of projects UP-4, Flu-Flyway and P-781, which studied the potential spread of dangerous infections by migratory birds and bats, which can be regarded as the carriers of viruses. The spatial range of these projects included not only the Ukrainian regions that border Russia but also the territory of Russia.
• The above circumstances and the military-biological activities carried out in Ukraine are indicative of the fact that the United States and Ukraine are violating the provisions of Articles I and IV of the BTWC.
• In accordance with Article VI of the BTWC, and in the absence of a constructive response from the United States and Ukraine to our claims, the Russian Federation was left with no choice but to file a complaint with the President of the UN Security Council to launch an international investigation.
❗️ We will push to have our legitimate rights exercised based on the provisions of international law.

💬 The Russian Foreign Ministry, together with other competent Russian authorities, is working on practical steps in connection with the involvement of British specialists in the preparation of a terrorist attack in the Black Sea on October 29 and training of the Ukrainian military, as the Russian Defence Ministry has announced.
At the same time, the Russian military reported that they have information on the involvement of the British security services in a series of explosions on the Nord Stream 1 and Nord Stream 2 gas pipelines in the Baltic Sea. Russia has repeatedly called for a joint investigation into these attacks. Relevant proposals were sent to the governments of Denmark, Sweden and Germany. The fact that the Western countries declined this proposal confirms that they have something to hide.

Проведён подробный обмен мнениями по вопросам, касающимся сложившейся ситуации с реализацией достигнутых с участием турецкой стороны договорённостей по вывозу зерна из черноморских портов.
В.В.Путин информировал о причинах принятого Россией решения приостановить действие этой сделки. Подчёркнуто, что киевский режим при поддержке западных кураторов использовал созданный для транспортировки украинских зерновых морской гуманитарный коридор с целью осуществления ударов по инфраструктуре и кораблям российского Черноморского флота в Севастополе, которые обеспечивали безопасное функционирование упомянутого маршрута.
❗️ Необходимо провести детальное расследование обстоятельств этого инцидента, а также после получить от Киева реальные гарантии неукоснительного соблюдения стамбульских договорённостей, в частности о неиспользовании гуманитарного коридора в военных целях.

It was emphasised that, with the support of its Western curators, the Kiev regime used the maritime humanitarian corridor that had been created for the purpose of transporting Ukrainian grain to carry out attacks against the Russian Black Sea Fleet infrastructure and ships in Sevastopol, which ensured the safe operation of the above route.
It is imperative to conduct a detailed investigation into the circumstances of this incident and have Kiev provide real guarantees of strict compliance with the Istanbul agreements, in particular, of not using the humanitarian corridor for military purposes.

⚡️ Statement of the Russian Federation on preventing nuclear war
As a permanent member of the United Nations Security Council and one of the nuclear-weapon powers, in accordance with the Treaty on the Nonproliferation of Nuclear Weapons, the Russian Federation bears a special responsibility in matters related to strengthening international security and strategic stability.
In implementing its policy on nuclear deterrence Russia is strictly and consistently guided by the tenet that a nuclear war cannot be won and must never be fought.
Russia proceeds from the continued relevance of the existing arrangements and understandings in the field of cutting and limiting nuclear weapons, as well as reducing strategic risks and threat of international incidents and conflicts fraught with escalation to nuclear level. We fully reaffirm our commitment to the Joint statement of the leaders of the five nuclear-weapon states on preventing nuclear war. We are strongly convinced that in the current complicated and turbulent situation, caused by irresponsible and impudent actions aimed at undermining our national security, the most immediate task is to avoid any military clash of nuclear powers.
❗️ We urge other states of the "nuclear five" to demonstrate in practice their willingness to work on solving this top-priority task and to give up the dangerous attempts to infringe on vital interests of each other while balancing on the brink of a direct armed conflict and encouraging provocations with weapons of mass destruction, which can lead to catastrophic consequences.
🌐 Russia continues to advocate for a revamped, more robust architecture of international security based on ensuring predictability and global strategic stability, as well as on the principles of equal rights, indivisible security and mutual account of core interests of the parties.

Российские доктринальные установки в указанной сфере предельно чётко очерчены, они носят сугубо оборонительную направленность и не допускают расширительного толкования. Реагирование с применением ядерного оружия гипотетически допускается Россией исключительно в ответ на агрессию, осуществляемую с применением ОМУ, либо агрессию с использованием обычных вооружений, когда под угрозу поставлено само существование государства.
Россия исходит из неизменной актуальности действующих договорённостей и пониманий в области сокращения и ограничения ядерных вооружений, снижения стратегических рисков и угрозы международных инцидентов и конфликтов, чреватых эскалацией на ядерный уровень. В полной мере подтверждаем приверженность совместному заявлению лидеров пяти государств, обладающих ядерным оружием. 🔸 Ukraine used this humanitarian corridor to attempt to attack the Russian Black Sea Fleet. In this connection, we decided to suspend our participation in the grain convoys.
🔸 We demanded that the Ukrainian side provide assurances and guarantees that nothing like that would happen in the future.
🔸 Our Defence Ministry received information from the Turkish side that Ukraine had provided these assurances.
🔸 In this regard, I instructed the Defence Ministry to resume our full participation in this effort.
🔸 However, Russia reserves the right to withdraw from these agreements if Ukraine violates these guarantees.
🔸 If Ukraine breaks its vows and we withdraw from this agreement, we will supply the entire volume of grain that has been so far delivered from the territory of Ukraine to the poorest countries free of charge.

⚡️ В связи с сообщениями Минобороны России о причастности Британии к террористической атаке, совершённой 29 октября на корабли Черноморского флота в Севастополе, 3 ноября в МИД России была вызвана Посол Великобритании в Москве Д.Броннерт 🇬🇧
Послу был заявлен решительный протест в связи с активным участием британских военных специалистов в подготовке и снабжении подразделений сил специальных операций Украины, в том числе с целью проведения диверсионных операций на море. При этом были приведены конкретные факты такой активности Лондона.
❗️ В демарше подчёркивалось, что подобные конфронтационные действия англичан несут в себе угрозу эскалации ситуации и могут привести к непредсказуемым и опасным последствиям.
👉 Было указано на недопустимость подобных враждебных провокаций и выдвинуто требование незамедлительно их прекратить. В случае продолжения таких актов агрессии, чреватых прямым втягиванием в конфликт, вся ответственность за их пагубные последствия и рост напряжённости в отношениях между нашими государствами будет целиком лежать на британской стороне.

Послу был заявлен решительный протест в связи с активным участием британских военных специалистов в подготовке и снабжении подразделений сил специальных операций Украины, в том числе с целью проведения диверсионных операций на море. При этом были приведены конкретные факты такой активности Лондона.
❗️ В демарше подчёркивалось, что подобные конфронтационные действия англичан несут в себе угрозу эскалации ситуации и могут привести к непредсказуемым и опасным последствиям.
👉 Было указано на недопустимость подобных враждебных провокаций и выдвинуто требование незамедлительно их прекратить. В случае продолжения таких актов агрессии, чреватых прямым втягиванием в конфликт, вся ответственность за их пагубные последствия и рост напряжённости в отношениях между нашими государствами будет целиком лежать на британской стороне.
