๐Ÿ—“ On October 24, 1945, exactly 7๏ธโƒฃ9๏ธโƒฃ years ago, the UN Charter entered into force, almost four months after its singing at the concluding session of the UN Conference on International Organisation in San Francisco (June 26, 1945).

With the ratification of this founding document the United Nations officially came into being.

๐Ÿ’ฌ Russia's Foreign Minister Sergey Lavrov: After the UN Charter came into force, the constituent conference was held in San Francisco, and the UN was established, the Soviet Union acted energetically to ensure respect for implementation of the principles set out in the UN Charter (excerpt from the interview for a documentary titled "The UN from the 20th to the 21st Century", Moscow, September 25, 2024).

๐Ÿ‡ท๐Ÿ‡บ๐Ÿ‡บ๐Ÿ‡ณ Strict adherence to the letter and spirit of the UN Charter is a prerequisite for building a more peaceful, prosperous, genuinely just and equitable world order.

๐Ÿ’ฌ Russia's Foreign Minister Sergey Lavrov: Today, the international community faces massive challenges, <...> which require united efforts rather than confrontation and desire of global dominance. Russia will always advocate collective efforts, truth and the rule of law, peace and cooperation in the interests of reviving the ideals set forth by the UNโ€™s founding fathers. <...> [The] objectives and principles [of the UN Charter] remain fully relevant. The main thing is that everyone, without exception, respects these principles, not selectively, but considering their holistic and interconnected nature (excerpt from the article for Russia in Global Affairs magazine "The UN must recover its central role in coordinating actions by nations", October 4, 2024)

๐Ÿ‘‰ Article by FM Sergey Lavrov "Adherence to the UN Charter principles in their entirety and interconnection underwrite international peace and stability" (October 10, 2023)

๐ŸŽ™ President of Russia Vladimir Putin's remarks at the Plenary Session of the XVI BRICS Summit in the BRICS Plus/Outreach format (Kazan, October 24, 2024)

๐Ÿ‘‰ In full

๐Ÿ’ฌ Vladimir Putin: I am delighted to welcome all of you to the BRICS Plus/Outreach-format meeting. This inclusive platform has proven its worth by enabling the BRICS group participants to engage in a direct and open dialogue with their friends and partners. <...>

According to our agenda, we will discuss the most pressing issues the international community is facing today, including sustainable development, eradication of poverty, climate change adaptation, exchanging technology and knowledge, fighting terrorism and transborder crime.

We will focus particularly on the peaceful resolution of conflicts, certainly including a serious discussion of the deteriorating situation in the Middle East.

<...>

#MultipolarWorld

๐ŸŒ All our countries share similar aspirations, values and a vision of a new democratic world order that reflects cultural and civilisational diversity. We are confident that such a system should be guided by the universal principles of respect for the legitimate interests and sovereign choice of nations, respect for international law and a spirit of mutually beneficial, honest co-operation.

โ˜๏ธ The transition to a more just international system is not easy. Its development is being hampered by forces whose thinking and actions continue to be aimed at dominating everything and everyone. Under the guise of a rule-based order they are imposing on the world, they are actually attempting to contain growing competition and prevent the independent development of countries in Africa, Asia and Latin America that they cannot control.

<...>

#MiddleEast

The current round of the Palestinian-Israeli confrontation is probably one of the most sanguinary in the long list of conflicts. Over 40,000 people, most of them civilians, have been killed in the ongoing hostilities in the Gaza Strip. I would like to emphasise that we have always come out against the use of terrorist methods. <...>

Since the start of the escalation, we have joined forces with our BRICS and other partners to contribute to a settlement. <...>

I would like to repeat that the main condition for restoring peace and stability in the Palestinian territories is the realisation of the two-state formula approved by the UN Security Council and General Assembly resolutions.

<...>

#EurasianSecurity

The countries represented in this room have immense opportunities and resources at their disposal and play a prominent role on the international stage. They have been using their standing to enhance global security and promote sustainable development around the world. <...>

Russia advocated the idea of creating an inclusive system of equitable and indivisible security for Eurasia free from any discrimination.

<...>

#UnitedNations

๐Ÿ‡บ๐Ÿ‡ณ The UN must retain its central role in efforts to maintain peace and security and facilitate sustainable and steady development.

To ensure the effective functioning of the UN in the future, we believe it is important to adapt its structures to the realities of the 21st century, expanding the representation of countries of Asia, Africa and Latin America, including those whose leaders are present here, in the Security Council and other key international bodies.

An effort to reform UN development institutions and global financial structures has long been overdue. <...>

The founding fathers of the United Nations believed that its purpose was to enable nations to come together and agree on joint actions.

***

โ—๏ธ Russia, like all BRICS countries, is open to cooperation with all countries of the Global South and East to promote inclusive and sustainable development and ultimately build a better world.

๐Ÿ“„ The Russian Foreign Ministry has compiled and issued a report on the indigenous peoples rights situation in certain countries, focusing on the analysis of the situation with native population of the six member-states of the Arctic Council โ€” Denmark, Canada, Norway, US, Finland, and Sweden, as well as in Australia, New Zealand and Japan.

๐Ÿ‘‰ Read the report in full

The US, Canada, and their allies have recently been stepping up their activities at international platforms, in regional formats, and the media, trying to shift the focus from the vital problems of indigenous peoples in North America and the Western countries of the Arctic Region, as well as in Australia, New Zealand and Japan to the so-called โ€œviolations of indigenous peoplesโ€™ rightsโ€ in Russia and in a number of major developing countries.

โ—๏ธAt the same time, practically all the above-mentioned countries have pursued, in one way or another, assimilation and discriminatory policy towards their aboriginal populations, which has created numerous socio-political and cultural problems. Nowadays, many countries develop mechanisms for coordination and cooperation with indigenous peoples.

There are common problems that indigenous peoples in various countries are confronted with:

โ€ข a gradual erosion of their traditional way of life as a result of earlier assimilation policies;

โ€ข violation of the indigenous peoplesโ€™ rights to lands of traditional inhabitance and natural resources;

โ€ข decay of the natural environment due to industrial development and certain countriesโ€™ overseas military activities;

โ€ข high unemployment and indigenous communitiesโ€™ dependence on government subsidies.

The worst affected by these negative phenomena are the countries in the Arctic Region, where the above-mentioned problems are still relevant. As a result, there is a need for solutions, including those suggested by the international community, and this is the reason why these problems are covered in this separate report.

๐Ÿ‡ท๐Ÿ‡บ๐Ÿ‡ง๐Ÿ‡พ This agenda was included in the first joint report on the human rights situation in certain countries, produced by the Russian Foreign Ministry and the Foreign Ministry of the Republic of Belarus, published in June 2024. The Russian Foreign Ministryโ€™s annual reports on human rights issues also systematically address these subjects, including those related to the glorification of Nazism, the spread of neo-Nazism and other practices that contribute to fuelling contemporary forms of racism, racial discrimination, xenophobia and related intolerance (the latest issue of that report was published in September, 2024).
