💬 Today’s meeting will leave a mark of its own not only in the history of major international events held in this city, but in the history of BRICS as well. This is the first time a meeting of the #BRICS Ministerial Council is being held in a new expanded format.
The expansion of the BRICS is a compelling proof of the ongoing formation of a multipolar international order. New globally significant political decision-making centres are emerging among the countries of the Global South and Global East, the Global Majority countries. <...>
❗️ The US and its allies keep trying to retain their elusive dominance and to slow down the objective processes leading to multipolarity. <...>
Recent international developments have revealed the true colours of those who have so far claimed an almost exclusive right to define “universal values” acting under the guise of the “rules-based order.” The proponents of this concept are trying to impose rules and interaction mechanisms that benefit only them, to replace equal candid dialogue with small coalitions that act in a non-transparent manner and monopolise the right to speak and act on behalf of the entire world.
Just like the Global Majority countries, Russia advocates a fairer international order based on the sovereign equality of states that relies on the balance of power and interests. As a team, we aim to promote a future-oriented, constructive international agenda. Strengthening the role of the country-to-country formats that advocate collective approaches to international development becomes particularly important in this context.
☝️ BRICS is one such association where the principles of equal cooperation - mutual respect, openness, pragmatism, solidarity, continuity and, of course, consensus — have been implemented in real life, not in words.
❗️ I’m convinced that BRICS is driven by the wind of change, since its role in addressing global challenges will increase which can be seen from the steady growth in the number of countries that are genuinely interested in joining our association.

💬 La réunion d'aujourd'hui restera sans aucun doute non seulement dans les annales des principaux événements internationaux de la ville, mais aussi des BRICS eux-mêmes. C'est pour la première fois que la réunion des chefs de la diplomatie de l’organisation se tient dans un nouveau format élargi.
L'expansion des BRICS confirme clairement le processus de formation d'un ordre mondial multipolaire. De nouveaux centres de décision politique d'importance mondiale émergent parmi les États du Sud global et de l'Est, parmi les États de la majorité mondiale.
❗️ Les Etats-Unis et leurs alliés ne renoncent pas à leurs tentatives de s’accrocher à la domination qui leur échappe et de ralentir les processus objectifs de formation de la multipolarité.
Les récents événements internationaux ont «levé les masques» à ceux qui, jusqu'à présent, se sont contentés de défendre le droit exclusif de définir des «valeurs universelles» sous le couvert d'un «ordre fondé sur des règles». Les partisans de ce concept tentent d'imposer des normes et des mécanismes d'interaction qui ne profitent qu'à eux, de remplacer un dialogue honnête et égal par des coalitions étroites agissant à huis clos et s'arrogeant le droit de parler et d'agir au nom du monde entier.
La Russie, tout comme les pays de la majorité mondiale, est favorable à un ordre mondial plus juste, fondé sur l'égalité souveraine des États et tenant compte de l'équilibre des pouvoirs et des intérêts. Ensemble, nous voulons promouvoir un agenda international constructif et tourné vers l'avenir. Une tâche importante dans ce contexte est de renforcer le rôle des formats interétatiques qui préconisent des approches collectives du développement international.
☝️ Les BRICS sont l'une de ces organisations, où les principes d'une coopération égale – respect mutuel, ouverture, pragmatisme, solidarité, continuité et, bien sûr, consensus – sont mis en œuvre dans la pratique.
❗️ Je suis convaincu que les BRICS sont avancés par le vent du changement, car leur rôle dans la résolution des problèmes mondiaux ne fera que s'accroître. Cette conviction est confirmée par l'augmentation constante du nombre de pays qui manifestent un réel intérêt à se joindre aux travaux de notre organisation.

🎙 Foreign Minister Sergey Lavrov’s greetings to organisers and participants in the 15th International IT Forum in Khanty-Mansiysk
💬 I would like to offer my warm welcome to the organisers and participants in the 15th International IT Forum.
Discussing information and communication technologies is becoming especially significant in modern conditions. Russia consistently advocates fair management of the international digital environment by closing legally binding agreements. Russian professionals are working on solving this problem in close coordination with #SCO and #BRICS partners, as well as with other countries of the Global Majority.
A global intergovernmental registry of contact points was created in May 2024 at Russia’s initiative. This first universal measure to strengthen trust in the online environment will help establish direct links between competent bodies in the event of cyberattacks and other incidents. BRICS is launching a similar mechanism soon.
The other initiatives by Russia that I want to single out include a draft comprehensive convention on combating crimes committed using information and communication technologies.
We are also interested in expanding international cooperation in AI, the use of which can bring both potential economic benefits and grave security risks.
I am confident that this meeting will also contribute to our joint efforts and I believe that participants will enjoy highly professional discussions and helpful exchanges while final recommendations will be translated into actual practices.
