🗓 12 октября в Бишкеке С.В.Лавров принял участие в очередном заседании СМИД СНГ.
🤝 Главы внешнеполитических ведомств обменялись мнениями по наиболее важным вопросам международной и региональной повестки дня, обсудили основные направления дальнейшего сотрудничества в Содружестве, в т.ч. в контексте предстоящего в 2024 году председательства России в организации.
В свете объявленного в этом году в СНГ Года русского языка как языка межнационального общения одобрены проекты Договора об учреждении Международной организации по русскому языку и Заявления глав государств-участников СНГ о поддержке и продвижении русского языка.
✅ Министры утвердили План многоуровневых межмидовских консультаций в рамках СНГ на 2024 год.
Также приняты решения, направленные на укрепление интеграционных связей в правоохранительной и культурно-гуманитарной сферах. Ряд решений СМИД передастся на рассмотрение Совета глав государств СНГ 13 октября и Совета глав правительств СНГ 26 октября.
📍 Следующее заседание СМИД СНГ пройдет под российским председательством в Минске 12 апреля 2024 года.

🤝 Мы высоко оцениваем работу Кыргызстана, проделанную в ходе председательства в СНГ, и Россия принимает у Киргизии эстафетную палочку: будет председательствовать в СНГ в 2024 году. <...>
Повестка дня нашей делегации насыщенная. Мы примем участие в том числе и в мероприятиях, посвящённых 20-летию российской военной базы в Канте.
📈 Что касается экономического взаимодействия, то Россия является одним из ведущих торгово-экономических партнёров Кыргызстана. В прошлом году товарооборот увеличился на 37 процентов – до рекордных почти трёх с половиной миллиардов долларов. А в первом полугодии текущего года прибавил ещё 17,9 процента. <....>
👉 Динамично развиваются и межрегиональные связи. Более 80 субъектов Российской Федерации активно взаимодействуют со всеми семью областями республики. Вчера прошла десятая российско-киргизская межрегиональная конференция, и она, на мой взгляд, была весьма полезная.
Там же состоялась церемония закладки парка Дружбы регионов России и Киргизии. Всё это знаковые, очень позитивные вещи.

Key talking points
🔸 The Russian fuel and energy sector is seeing core changes. They relate to all areas of the industry, including the production and processing of energy commodities, service and logistics, as well as interaction with our foreign partners.
🔸 Maximising added value and advancing the deep processing of oil and gas is the strategic and systemic objective of the Russian fuel and energy sector. Ambitious oil and gas-to-chemicals projects, including projects with state participation and state support, are in the planning and implementation stages.
🔸 Last week, fuel was loaded into the Rooppur power plant in Bangladesh. The fourth power unit at the El Dabaa NPP in Egypt is being built ahead of schedule. We are helping Egypt embark on the path to sovereign energy development.
🔸 Russia’s RusHydro has been involved in designing and building more than 350 facilities in 54 countries. Today, the company supplies its technological solutions to 17 countries, including countries in Africa, the Middle East, Central Asia and Latin America, boosting technology transfer and providing engineering support for the entire service life of its plants, which is 50–70 years.
🔸Russia continues to export more gas to the People’s Republic of China. In 2025, the Power of Siberia gas pipeline will reach its design capacity of 38 billion cubic metres of gas annually. However, it already transports substantial gas volumes exceeding contract obligations.
🔸 As before, Russia will make a significant contribution to balancing the global energy market, developing partnerships and cooperation ties with those countries that want it and are interested in this.

💬 Regrettably, we have to note that the Euro-Atlantic allies, led by the US, have instigated yet another round of unrestrained politicisation of the agenda of the Organisation for the Prohibition of Chemical Weapons (#OPCW).
On October 9, the OPCW Technical Secretariat forwarded a note to Russia’s Permanent Mission to the OPCW from the German diplomatic mission on behalf of Canada, Germany, Italy, Japan, the UK, and the USA, with a demand for explanations, under paragraph 2 of Article 9 of the Convention on the Prohibition of Chemical Weapons (CWC), on the alleged use of riot control agents by the Russian military during the special military operation.

✉️In the coming days, Russia will send a sufficiently illustrative material to the OPCW Technical Secretariat for transfer to the above-mentioned concerned NATO countries and their Japanese ally, containing evidence of a number of failed provocations by the Kiev regime, with the use of toxic chemicals and toxic substances, including riot control agents, with the aim of blaming the Armed Forces of Russia for these crimes. The material can be found here.
As recently as October 6, Director-General of the OPCW Technical Secretariat Fernando Arias was personally provided with a report on the results of analysing the samples that Russian servicemen had taken in the vicinity of Rabotino, in extremely difficult conditions of hostilities, proving that Ukrainian militants and foreign mercenaries had used chemical agents from CWC Schedule 3, in violation of the Convention.
❗️ Russia, together with its partners and like-minded countries, will continue to make efforts to counter the destructive activities of the Euro-Atlantic allies and their satellites, led by the US, for the sake of preserving the integrity of the CWC and restoring the credibility of the OPCW.

We also have a busy bilateral agenda. In this regard, our delegation’s agenda is also full. We will take part in events dedicated to the 20th anniversary of the Russian military base in Kant.
📈 As for economic cooperation, Russia is one of Kyrgyzstan’s leading trade and economic partners. Last year, bilateral trade increased by 37 percent to a record high of almost $3.5 billion and added another 17.9 percent in the first half of this year. <....>
👉 Region-to-region ties are also growing fast. More than 80 Russian regions are actively cooperating with all seven regions of Kyrgyzstan. The 10th Russia-Kyrgyzstan interregional conference took place yesterday, and I think it was very useful.
The groundbreaking ceremony for the Friendship Park of the Regions of Russia and Kyrgyzstan was also held there. Those are significant and very positive steps.

Эти действия израильской стороны представляют собой грубое нарушение суверенитета САР и базовых норм международного права. Целями нападений в очередной раз оказались такие важные объекты гражданской инфраструктуры Сирии, как аэропорты.
Тем самым были подвергнуты реальной угрозе жизни ни в чем не повинных людей и безопасность международного авиасообщения.
В условиях резкого обострения ситуации в зоне палестино-израильского конфликта подобные силовые акции чреваты крайне опасными последствиями, поскольку могут спровоцировать вооруженную эскалацию в масштабах всего региона.
❗️ Этого ни в коем случае нельзя допустить.

💬 А.И.Антонов: Не удивлены очередным санкционным выпадом Белого дома. Поражает маниакальное стремление, с которым здесь пытаются наказать нашу страну. Разрушаются выстраиваемые годами правила и принципы многосторонней торговли.
👉 Мы давно поняли, что лозунги о свободном рынке для Вашингтона - пустой звук. Эти громкие тезисы используются Соединенными Штатами исключительно для продвижения интересов американского бизнеса. Навязывания партнерам невыгодных коммерческих условий и выкачивания ресурсов из развивающихся стран.
❌ Когда американцы не могут выиграть в честной конкуренции или осознают провальность собственной ограничительной стратегии в ход идет весь арсенал вмешательств в функционирование рынков. Оказывается неприкрытое давление на дружественные России государства. Сегодняшние действия администрации - очередное тому подтверждение.
☝️ Сознательное провоцирование Вашингтоном новых дисбалансов на сырьевых площадках в условиях и без того хрупкого положения дел в глобальном хозяйстве вызывает только недоумение.

❓: Dear Ambassador Antonov, how would you comment on the Administration's decision to impose sanctions against a number of ship-owning companies for allegedly bypassing the price cap on Russian oil?
💬 Anatoly Antonov: We are not surprised by a new round of sanctions. White House’s manic desire to punish our country is puzzling. All rules and principles of multilateral trade developed over the years are being destroyed.
👉 We realized long ago that statements on free market is just an empty sound for Washington. These slogans are being used by the United States solely to promote the interests of American business, impose unfavorable commercial terms on partners, and drain resources from developing nations.
❌ When the U.S. can't win in a fair competition or when they realize that their restrictive strategy failed they resort to all sorts of interventions into the functioning of markets, exert overt pressure on countries friendly to Russia. Today's actions by the Administration are another example of this.
☝️Washington’s deliberate provocation of new imbalances on the energy markets under fragile global economy is puzzling.

🗓 On October 12, Foreign Minister Sergey Lavrov took part in a regular meeting of the CIS Foreign Ministers Council, in Bishkek, Kyrgyzstan.
🤝 The Ministers exchanged views on the most important international and regional issues and discussed the main areas for further CIS cooperation, including in the context of Russia’s upcoming chairmanship in 2024.
Given that the CIS has announced 2023 as the Year of the Russian Language as a Language of Interethnic Communication, the ministers have approved a draft Agreement on the Establishment of the International Russian Language Organisation and a draft Statement by CIS Heads of State on Supporting and Promoting the Russian Language.
✅ The meeting participants approved the Plan for Multi-Level Consultations between CIS Foreign Ministries for 2024.
They also adopted decisions to strengthen integration ties in law enforcement, culture, and humanitarian affairs. A number of the CIS Foreign Ministers Council decisions will be submitted to the CIS Heads of State Council on October 13 and the CIS Heads of Government Council on October 26.
📍 The next CIS Foreign Ministers Council meeting will be held under Russian chairmanship in Minsk on April 12, 2024.
