🎙 Foreign Minister Sergey Lavrov’s remarks at a plenary meeting of the G20 Ministerial Council on multilateralism, global economy and development
📍 New Delhi, March 2, 2023
💬 We stand in solidarity with New Delhi’s call to build a common future for humanity, which is especially important in the context of growing geopolitical confrontation. We share the practical objectives of strengthening multilateralism and overcoming global economic crises set during India’s Presidency.
❗️ I would like to apologise to the Presidency and our colleagues from the Global South for the improper behaviour of a number of Western delegations, which turned the discussion on the G20 agenda into a travesty in an attempt to shift their responsibility for failures in economic policy to others, primarily Russia.
The formation of a polycentric world calls for recognising civilisational diversity and mutual respect for interests. It is imperative to stop being guided by the flawed logic of domination, diktat and sanctions. We welcome the rise of new centres of influence in Asia, the Middle East, Africa, and Latin America.
☝️ We will strive to democratise economic management. We support the African Union’s G20 membership. We advocate for increasing the role of the developing economies at the IMF, the World Bank and the WTO and eliminating the Western monopoly in environmental and human rights organisations.
⛔️ It’s time to stop playing the food card. Today, the bulk of grain supplies from Ukraine are being shipped at giveaway fodder prices to the EU, rather than to the poorest countries that need them. Without any scruples, the West is burying the UN Secretary-General’s well-known humanitarian initiative.
🤝 We will continue to make a major contribution to ensuring economic stability. We are open to an equitable dialogue at the G20. We hope that the Delhi summit in September will at least mitigate the risks created by the self-serving Western policies.

🇷🇺🇸🇬 H.E. Nikolay Kudashev, Russia’s Ambassador to Singapore, on ASEAN-Russia cooperation.
💬 A complex of ASEAN-Russia relations is part of Moscow policy of peace and cooperation. Our relations existed in the form of the dialogue partnership for decades, and five years ago they reached a status of strategic partnership. A developed infrastructure corresponds to this level of exchanges: from regular high-level meetings to specialized ministerial platforms (by the way, the 1st ASEAN-Russia Ministerial Meeting on Science, Technology and Innovation took place on February 14, 2023) and professional dialogue tracks on combating new challenges and threats, economics, energy, etc.
Russia is committed to ASEAN centrality. In the eyes of Moscow, ASEAN is the backbone of the system of peace and security in Asia-Pacific. It is no coincidence that we initiated a Dialogue on regional security architecture within the EAS.
ASEAN is a key element of the concept of the Greater Eurasian partnership, proposed by Russian President Vladimir Putin, which also includes the #SCO and the #EAEU Member States.
🤝 We appreciate the experience of cooperation with ASEAN, achievements of the ASEAN-Russia Dialogue Partnership are valuable to us.
Therefore, we cannot look without concern at the attempts to undermine the central role of ASEAN in regional affairs under the guise of Indo-Pacific strategies and ideas by pushing NATO into the region, its merging with minilaterals such as AUKUS, QUAD and Asia-Pacific Four, the regeneration of the US-Japanese military-political alliance and the militarization of Tokyo. These are dangerous plans, replicating the explosive European scenario in the Asia-Pacific.

✍️ Article by Alexey Drobinin, Director, Foreign Policy Planning Department, Russia’s MFA, “The vision of a multipolar world: The civilizational factor and Russia’s place in the emerging world order“, the Journal “Russia in Global Affairs“ (20 February 2023)
💬 An integral aspect of any civilizational identity finds its expression in its authentic philosophy of development as well as its own “signature” vision of international politics, its authentic cultural and spiritual potential with significance for the world at large. As it appears, this criteria are met to varying degrees by civilization-states and civilizational commonwealths such as Russia, China, India, Southeast Asia (ASEAN community), the Arab world and the Muslim Ummah, Africa, Latin America and the Caribbean, as well as the Western civilization with its Anglo-Saxon and continental Europe components. These top-level players are preparing to involve themselves deeply in determining the shape of the multipolar world. The World Majority will do so by combining capabilities and constructive work, while the West (in its current state of teenage rejectionism with regard to the natural course of history) will do so by setting itself in opposition to the rest of the world.
<...>
Undoubtedly, deep down the reasons for the World Majority’s unwillingness to become part of the anti-Russian coalition are not directly related to Ukraine. Russian experts are of the view that “residents of the former ‘third world’ believe that opposing former colonial rulers is right and historically irreversible”.
🇷🇺 Russia’s actions are viewed through the prism of restoring the historical justice. There is a genuine “opportunity emerging to build effective patterns of interaction and development not against the West, but in circumvention of the West and without its involvement”. <...> As it happens, it is possible to develop successfully outside the “master and slave” paradigm imposed by the former colonial powers.
