📅 On September 7, Russia's Foreign Minister Sergey #Lavrov attended the 18th East Asia Summit (#EAS) held in Jakarta.

During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russia’s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #ASEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests.

☝️ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATO’s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUKUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region.

He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region.

🤝 The Minister reaffirmed Russia’s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.
🗓 On October 12, the ASEAN Centre in MGIMO University held its annual international conference “Russia and ASEAN in the Asia-Pacific Region: Dynamics of Cooperation, Regional Processes, and Global Context” in Moscow 🇷🇺.

🔹️This year the conference was devoted to the 5th Anniversary of the ASEAN-Russia Strategic Partnership. Participants discussed multiple issues relevant to the ASEAN-Russia political, economic and energy cooperation in the context of global turbulence as well as new promising areas for ASEAN-Russia Strategic Partnership. Cross-platform cooperation between #ASEAN, #EAEU and #SCO was also on the agenda.

🔹️ Deputy Minister of Foreign Affairs of the Russian Federation H.E. Mr. Andrey Rudenko, the #EEC Minister for Integration and Macroeconomics H.E. Mr. Sergey Glazyev and Ambassador of the Russian Federation to ASEAN H.E. Mr. Evgeny Zagaynov among others addressed the meeting.

🔹️The conference has been held within the RISA Convention framework since 2016 and annually brings together, leading world and Russian experts on the Southeast Asia and ASEAN, diplomats, representatives of business and civil society, students and young researchers.

🇷🇺🇮🇳 On December 27, 2023, Foreign Minister Sergey Lavrov held talks with Minister of External Affairs of the Republic of India Dr Subrahmanyam Jaishankar.

The Ministers exchanged views on the further intensification of trade and economic cooperation, including in energy and transport. A focus was placed on establishing stable transport and logistical chains and monetary and financial channels for interaction. They also praised the prospects for expanding partnership in peaceful uses of atomic energy.

The Foreign Ministers noted the importance of fighting neocolonial practices and the need to concentrate efforts on strengthening the multi-polar architecture of interstate relations and on helping countries in the Global South to uphold their political sovereignty. It was emphasised that creating a global economic system based on the principles of equality and justice was a priority.

They reaffirmed their countries’ intention to build up cooperation at international venues, primarily the #UN, the #SCO, #BRICS, and the #G20. They also compared notes on approaches to the situation in Afghanistan and Ukraine, the Middle East crisis, and efforts to create a security architecture in the Indo-Pacific region.

🤝 The Ministers agreed to continue trust-based dialogue at all levels.

🗓On April 26, Saint Petersburg 🇷🇺 hosted the 20th ASEAN-Russia Senior Officials' Meeting (#ARSOM).

🔹️The meeting was co-chaired by the Deputy Foreign Minister of the Russian Federation H.E. Mr. Andrey Rudenko 🇷🇺 and Secretary of State of the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia H.E. Mr. Kung Phoak 🇰🇭.

🔹 Participants discussed ways and means of further promoting the ASEAN-Russia Strategic Partnership in political, economic and humanitarian spheres. They agreed to undertake steps to deepen practical cooperation in such areas as science and technology, energy security, education, people-to-people ties and digitalization.

🔹The meeting reiterated shared intention to jointly address challenges and threats, strengthen ASEAN-led regional security architecture in Asia-Pacific. Issues of promoting cross-platform links between #ASEAN, #EEU and #SCO were also on the agenda.

🔹️On the sidelines of the ARSOM H.E. Mr. Andrey Rudenko held bilateral consultations with the heads of delegations of Cambodia 🇰🇭, Indonesia 🇮🇩, Lao PDR 🇱🇦 and Vietnam 🇻🇳.

🗓 On May 20-21, Foreign Minister Sergey Lavrov took part in the Foreign Ministers Council meeting of the Shanghai Cooperation Organisation member-countries.

The participants focused on the organisation’s activities in the context of preparations for the meeting of the SCO Heads of State Council meeting in Astana on July 3-4. They also discussed draft documents to be presented for the leaders’ consideration.

The participants will reflect their coordinated approaches to the SCO’s further development and current global and regional issues in the Astana Declaration.

The admission of Belarus will be an important step towards strengthening the #SCO. The Ministers endorsed the relevant draft decisions of the Heads of State Council.

They also coordinated proposals of the SCO Foreign Ministers Council on comprehensive improvement of the organisation’s activities in the context of current geopolitical realities.

They adopted draft leadership statements and conceptual documents as a foundation for promoting cooperation in energy, transport, logistics and environmental protection.

During a detailed exchange of views on key regional and international issues, the Ministers discussed the situation in the Gaza Strip and the Middle East as a whole, and, in part, settlement of the Palestinian-Israeli conflict.

They paid special attention to the SCO’s efforts to facilitate stabilization in Afghanistan, considering the importance of this factor for the security of the SCO space.

Key talking points:

▪️ At a group meeting of the heads of delegations with President of Kazakhstan and during the Ministerial Council meeting, we expressed our deepest condolences and solidarity with the Iranian people, as well as confidence that Tehran will continue its foreign policy, including with regard to its active participation in the Shanghai Cooperation Organisation.

• The #SCO remains one of the supporting pillars of the multipolar world order. It is well positioned to become a driving force behind transforming Eurasia into a single continental space of peace, stability, mutual trust and progress.

• Security can be reliably ensured only by the Eurasian countries themselves, without the intervention of extra-regional forces. We observe such attempts on the part of the United States, the European Union and NATO, which strive to assume responsibility for everything that happens in the region.

• We are all aware of the importance of intensifying the work of the SCO, considering its weight and role in Eurasia, and its partners, including the OSCE, the CIS, the EAEU, and ASEAN.

• Developing common approaches to ensuring Eurasian security and cooperation by the countries of this continent is a crucial goal. We underscored that the SCO could well catalyse these processes with the involvement of other partners in the region.

• The SCO has two observers and 14 dialogue partners. Recently, Laos and Algeria have applied for partner status. We discussed improving the efficiency of interaction with these countries within the SCO Plus format.

🇧🇾 Starting from the July summit, Belarus will become a full-fledged SCO member. President of Belarus Alexander Lukashenko will take part in all events of the Astana summit without exception. The Belarusian minister attended our discussion.

🇲🇳 Mongolia is the obvious next candidate for SCO membership.

🎙 Foreign Minister Sergey Lavrov’s remarks at an extended meeting with the participation of the Foreign Ministers from the Global South and the Global East (June 11, 2024, Nizhny Novgorod)

💬 Welcome to Russia and Nizhny Novgorod, a beautiful city, the beauty of which and the feelings of the residents of which you had the chance to enjoy yesterday.

Today’s meeting reflects the efforts of #BRICS members to develop ties with the stakeholder countries from the Global South and the Global East, the countries of the Global Majority,

in order to identify solutions to the most pressing global issues faced by all members of the international community without exception.

We are witnessing a profound transformation of international relations triggered by the formation of a fairer and polycentric system of international order, which would reflect the entire gamut of cultural and civilisational diversity of the modern-day world and ensure the right of every nation to determine its own future and its own path of development.

The stronger voice of the Global Majority, i.e. the countries of Asia, Africa, the Middle East, Latin America and the Caribbean, which are not part of the collective West, is a major trend now.

Only by uniting our ranks can we truly effectively promote a vision of a just future shared by all of us. In this context, it is important to strengthen the role of the country-to-country groups that advocate balanced and equitable approaches to international development.

We are talking about the formats which reflect the principles of equitable cooperation in practice rather than in words. These include, along with BRICS, #SCO, #AfricanUnion, #EAEU, #CIS, #ASEAN, #LAS, #CELAC, #GCC, #IORA and many other organisations. The chairs of many of these organisations are here with us.

We believe it is important to establish contacts between all such integration entities which operate at regional levels, on the one hand, and our global association BRICS, on the other hand. This will promote gradual and mutually respectful harmonisation of approaches to the issues facing all associations.

The strengthening the international legal framework and collective decision-making on global issues is now at the forefront. Only in this case will those decisions be effective and legitimate.

This principle is laid down in the UN Charter. Unfortunately, the collective West’s decisions, especially in the economy, finance, trade and more, increasingly fail to comply with the fundamental principles of the UN Charter.

Our countries have largely overlapping approaches to reforming the system of multilateral institutions, including the UN and the UN Security Council, as well as addressing the post-pandemic recovery of the global economy and the achievement of the Sustainable Development Goals approved by the UN General Assembly.

🤝 We look forward to discussing all these issues today.

🇷🇺🇱🇦 On June 10, Foreign Minister Sergey Lavrov met with Deputy Prime Minister and Foreign Minister of the Lao People’s Democratic Republic Saleumxay Kommasith in the BRICS Plus/Outreach format on the sidelines of the #BRICS Foreign Ministers Meeting in Nizhny Novgorod.

During the meeting, the Ministers discussed the state of Russia-Laos strategic partnership, as well as the prospects for further advancement. They focused on the implementation of agreements reached following talks between the Leaders of the two countries in Moscow on May 9.

The discussion also covered regional and global issues of mutual interest, as well as the #RussiaASEAN Dialogue Partnership in the context of the Lao People’s Democratic Republic’s chairmanship of #ASEAN in 2024. Additionally, they exchanged views on interaction within the #SCO and other multilateral formats, including BRICS.

The conversation took place in a friendly and trust-based atmosphere, which is a traditional feature of Russia-Laos relations.

🗓 On June 26, Russian Ambassador to ASEAN H.E Mr. Evgeny Zagaynov 🇷🇺 took part in the “Conference of the High Contracting Parties to the Treaty of Amity and Cooperation in Southeast Asia (TAC): Reflections and Future Direction” held at the ASEAN Headquarters in Jakarta 🇮🇩.

Key points of Ambassador's remarks:

🔹️Drafted against the backdrop of the Cold War, the #TAC was conceived as a tool to prevent rivalry, confrontation and conflicts. These goals remain relevant today.

🔹️Built upon the principles of the UN Charter the TAC translates the values of multilateralism and equitable cooperation into the regional perspective aiming to preclude any forms of domination or supremacy, double standards or coercion, including illegal unilateral coercive measures.

🔹️Currently the principles of the TAC are threatened by the logic of containment and confrontation. The proliferation of blocs and coalitions in Asia-Pacific leads to its militarization while undermining ASEAN centrality.

🔹️It clearly follows from the TAC that no state should put its political goals above the peace and stability of others. Developing a region-wide system of equal and indivisible security on that basis would be the best way to tackle the emerging challenges.

🔹️As provided for in Article 4 of the TAC, Russia 🇷🇺 consistently proposes tangible initiatives in existing ASEAN-led fora, including the #EAS, for instance, establishing a regional mechanism of infectious diseases prevention and control, or launching a dialogue on tourism among relevant agencies. Practical work in the EAS and other ASEAN-led structures that is now largely replaced by politicized exercises should be resumed.

🔹️The TAC offers a good basis for enhancing cross-platform ties of #ASEAN with other regional organizations, such as the Shanghai Cooperation Organization (#SCO) and the Eurasian Economic Union (#EAEU), thus contributing to a seamless transregional space of co-development.
