🤝 On March 16-17, Shanghai Cooperation Organisation Secretary-General Zhang Ming paid a working visit to Moscow.
The Secretary-General was received by Sergey Lavrov, Foreign Minister of the Russian Federation. He also held consultations with Deputy Foreign Minister Andrey Rudenko.
During the exchange of views, they discussed key aspects of the organisation’s activities, including prospects for improvement in the context of current changes in global politics and the economy.
👆The Parties discussed the growing demand for creativity and the stabilising role of the SCO in today’s complex geopolitical situation and its notable contribution to shaping a multipolar architecture of international relations.
They exchanged views on strengthening the international standing of the #SCO with a focus on the need to deepen the dialogue with international partner organisations and multilateral associations, primarily the United Nations, the #CSTO, the #CIS, the #EAEU and also #ASEAN.

The Russia-China relations have reached the highest level in their history and are gaining even more strength; they surpass Cold War-time military-political alliances in their quality, with no one to constantly order and no one to constantly obey, without limitations or taboos.
We have reached an unprecedented level of trust in our political dialogue, our strategic cooperation has become truly comprehensive in nature and is standing on the brink of a new era. President Xi Jinping and I have met about 40 times and have always found time and opportunity to talk in a variety of official formats as well as at no‑tie events. <...>
Unlike some countries claiming hegemony and bringing discord to the global harmony, Russia and China are literally and figuratively building bridges. Last year our border regions were connected by two new bridge crossings over the Amur river, which has been a ”river of friendship“ since time immemorial. Amidst the ”waves and winds“ that sweep the planet, we closely cooperate in international affairs and effectively coordinate our foreign policy positions, counter common threats, and respond to current challenges, standing shoulder to shoulder as a ”rock amid a fast flowing stream.“
We actively promote democratic multilateral structures such as the #SCO and #BRICS, which become more and more authoritative and influential and attract new partners and friends. The work aimed at coordinating the development of the Eurasian Economic Union with the One Belt, One Road Initiative also goes in this vein.
❗️ Our countries, together with like-minded actors, have consistently advocated the shaping of a more just multipolar world order based on international law rather than certain ”rules“ serving the needs of the ”golden billion.“ Russia and China have consistently worked to create an equitable, open and inclusive regional and global security system that is not directed against third countries. In this regard, we note the constructive role of China's Global Security Initiative, which is in line with the Russian approaches in this area.
We can feel the geopolitical landscape in the outside world change dramatically. Sticking more stubbornly than ever to its obsolete dogmata and vanishing dominance, the ”Collective West“ is gambling on the fates of entire states and peoples. The US's policy of simultaneously deterring Russia and China, as well as all those who do not bend to the American dictation, is getting ever more fierce and aggressive.
The international security and cooperation architecture is being dismantled. Russia has been labelled an ”immediate threat“ and China a ”strategic competitor.“ <...>

• Russia and China strongly oppose any state or bloc seeking to harm the legitimate interests of any other country in order to obtain military, political and economic advantages.
• Of course, we did not ignore developments around Ukraine. We believe that many of the provisions of the peace plan put forward by China are consonant with Russian approaches and can be taken as the basis for a peaceful settlement when the West and Kiev are ready for it. However, so far, we have not seen such readiness on their part.
❗️ It seems that the West really has decided to fight Russia to the last Ukrainian – no longer in words, but in deeds. But in this regard, I would like to note that if all this comes to pass, then Russia will have to respond accordingly. What I mean is that the collective West is already starting to use weapons with a nuclear component.

🌾 The second 120-day validity period of the Black Sea Initiative on exporting Ukrainian food expired on March 18. With the lack of progress in implementing the Russia-UN Memorandum on normalising Russian agricultural exports, Moscow decided to shorten the next renewal period to 60 days until May 18.
This position was officially communicated to the Turkish and Ukrainian sides of the Black Sea Initiative, as well as the UN officials. No formal objections followed.
Further decisions on extending the initiative will depend on progress in complying with the following terms and conditions in the context of implementing the Russia-UN Memorandum:
• reconnecting Russian Agricultural Bank (RusAg) to SWIFT;
• resuming supplies of agricultural machinery, its parts and maintenance;
• lifting restrictions on insurance and reinsurance, plus lifting the ban on access to ports;
• resuming the Togliatti-Odessa ammonia pipeline operation;
• unblocking foreign assets and accounts of the Russian companies involved in the production and transport of food and fertilisers.
👉 Pending progress in complying with the above requirements, which are not new and should have been complied with as part of the Russia-UN Memorandum, our participation in the Black Sea Initiative will be suspended.

🇷🇺🤝🇮🇳 The 18th Meeting of the Secretaries of the Security Councils of the SCO (Shanghai Cooperation Organization) Member States took place in New Delhi today. The situation in the field of security and stability in the SCO region was discussed.
The Russian Federation was represented at the meeting by Secretary of the Security Council Nikolai Patrushev.
In his opening remarks he touched upon the issues of further interaction between the SCO member states in the areas of ensuring international information security, biomedical security, and cooperation on the anti-drug track were touched upon in detail.
Emphasis was placed on specific measures to jointly fight transnational organized crime, terrorism and the revival of neo-Nazism.
Mr Patrushev also underscored Russia’s commitment to the SCO’s principles of equal and indivisible security, respect for the fundamental norms of international law.
Special attention he paid to the need to uphold universal human values, to prevent interference in domestic affairs of sovereign states as well as to counter the policy of unilateral sanctions and restrictive measures.

🔹Today, the emerging multipolarity constitutes a key trend in international affairs, as I have noted on multiple occasions. New centres of power in Eurasia, Asia-Pacific, the Middle East, Africa and Latin America have achieved impressive results in various areas, guided by their commitment to self-reliance, state sovereignty, and their unique cultural and civilisational identities.
🇷🇺 Russian diplomacy is implementing an independent, self-sufficient and multi-directional foreign policy and is building up its efforts across the world.
🌐 The focus of the global economy continues to shift from the Euro-Atlantic region to #Eurasia, and politics is following suit.
The #SCO and #BRICS are vivid examples of multipolar diplomacy, mutually beneficial and equal multilateral partnership in Eurasia and in the world. There are no “leaders” or “followers” among the members, while decisions are made by consensus.
The harmonisation of various integration initiatives is our priority. We believe that economic interests should provide the groundwork for the future architecture of peace and mutual trust. This philosophy is inherent in President Vladimir Putin's idea of creating a Greater Eurasian Partnership (#GEP). The #EAEU, SCO and #ASEAN Member States, including our Chinese and Indian friends, have already shown interest in the Russian initiative. In particular, the steps to combine the development plans of the EAEU and China’s Belt and Road initiative have been taken in line with the GEP logic.
🇷🇺 Russia will continue to promote a unifying agenda in the international arena, contribute to strengthening global security and stability, political and diplomatic settlement of numerous crises and conflicts.

The Asia-Pacific region
55. Given the dynamically growing multifaceted potential of the Asia-Pacific region, the Russian Federation 🇷🇺 is going to focus on:
1) increasing economic, security, humanitarian and other cooperation with the states of the region and the #ASEAN member states;
2) establishing a comprehensive, open, indivisible, transparent, multilateral and equitable architecture of security and mutually beneficial cooperation in the region based on a collective and non-aligned approaches as well as unleashing the region's potential aiming at the establishment of a #GreaterEurasianPartnership;
3) promoting constructive non-politicized dialogue and interstate cooperation in various areas, including with the help of opportunities provided by the #APEC forum;
4) countering attempts to undermine the regional system of multilateral security and development alliances on the basis of #ASEAN, which rests upon the principles of consensus and equality of its participants;
5) developing a broad international cooperation to counter policies aimed at drawing dividing lines in the region.
